Changed how and where the Splash screen is created.

If there is no Alias, Name or SNMP name it now uses the string "No Discovered Name or Alias" for the device.
IP Addresses are now tacked onto the end of Device names.
Fixed bug when the user has date format other than mm/dd/yy. (Thanks to mysterious tester on machine "Kevin" for sending the error report).

Modified the balloon popups so they stick to the monitor they're triggered on. (Sometimes they'd show up on the primary monitor)
Trapped regular form maximize to make it go borderless.
Added double-click on the drop down menu bar (in an empty) spot to restore the window with the mouse.
Created new graphics for wider site icons.
Implemented full- and half-width site icons.
If they don't all fit full size, they reduce to half-size and display two icons per row.
This sizing is checked/reset on form resize.
Fixed 0-alert date bug.

Switched to ADO for SQL connection no more "ntwdblib.dll" file needed to access MSSQL (MS MDAC needs to be installed, if it's not).
Implemented basic Suspend/Resume handlers (turns timers on and off based on APM messages tested on Vista SP1, XP SP3)
Device error Alert column now popups up a memo containing "Details" of Alert now.
Fixed grid header row height/font sizes.
Removed a couple flakey skins.
